Here are my picks for the top pho in Toronto by neighbourhood. Annex Vietnam Lovely Noodle is a low-key spot specializing in a bunch of Vietnamese dishes. There options like traditional pho dac biet to more unqiue offerings like pho do bien with tiger shrimps, fish balls, and crab sticks.
